MC2006/0907: Plots V1 and V2, George Summers Close, Medway City Estate: Change of use from haulage yard to open storage of site cabins and storage containers

MC2006/0926: 1 Hawkenbury Rise, Frindsbury Extra: Boundary fence

 

Agreed to request that the planning authority applies its usual policy to boundary fences on open plan estates. There was also a concern about sight lines onto the B2000.

MC2006/0935: 20 Galleon Way, Lower Upnor: 2 storey side extension and alterations

 

Agreed to object as follows:

 

The Parish Council objects to this application on loss of amenity to neighbouring properties in Brissenden Close including a loss of light and overlooking of back gardens.

The Parish Council has been informed that in the original planning consent to Wilson Connolly there is a condition on this plot that there can be no extension of building beyond a certain line. The Council requests that reference is made to the original consent when determining this application.

 

The Parish Council is aware of objections by neighbours and draws Medway Council's attention to them.

 

The Parish Council notices that the boundary fence to the side of the property has been moved to incorporate woodland into the garden and requests that this is investigated.

MC2006/0956: 43-45 Wainscott Road, Wainscott: Outline application for the demolition of buildings and construction of one 3 storey block comprising 7 flats and one 3 storey block comprising 4 terraced houses with 11 associated parking spaces

 

Agreed to object as follows:

 

Frindsbury Extra Parish Council objects to this application. Although the application is outline, a drawing that could be used later at reserved matters stage shows the 3 storey block of flats the same height as the property adjacent on one side but considerably higher than the property adjacent on the other side. As this an outline application, there is no guarantee that if granted, an application for reserved matters at a later stage would not be for a more dominant building, which would be difficult to resist. The neighbouring properties are 2 storey cottages and a 3 storey block would be contrary to the street scene.

 

The 3 storey terraced houses are backland development.

 

Wainscott Road is narrow and carries considerable traffic. It is also a bus route. An access road onto the site is unacceptable. The proposed parking spaces are insufficient, especially as it appears 2 would be for parking for disabled badge holders. This means there would be less than one ordinary parking space per property. Even though the road is a bus route, public transport is inadequate and it is probable that most of the occupiers would be two car households. There is already on road parking on Wainscott Road which causes problems and this would only be exacerbated by another possibly 11 cars trying to find somewhere to park. There is also no visitors' parking provision.

 

Although at present the site is a garage workshop, the block of flats with only a small amount of amenity space and the terrace of houses is crammed onto the space available and is overintensification of the site.
